Municipality:
His Majesty's Government of Nepal can declare any urban area as municipal area which has minimum population of 20,000 and basic facilities like road, electricity, drinking water and communication are available. In the hilly and mountain regions however, minimum population has been fixed at 10,000 people and other requirement remains the same.
There shall be a Municipality in each of the Municipal area declared by HMG as an executive body of the municipal council. It consists of the following:
(a) A Mayor and Deputy Mayor elected by the adult citizens of the concerned Municipal area
(b) Ward Chaipersons elected by the adult citizens of concerned ward.
(c) Two members nominated by the municipality from among the members of municipal council with at least one woman.
(The minimum age limit of the members of municipality, ward members and members of municipal council is 21 years and each of them is elected/nominated for 5 years)
Ward committee:
Each municipal area has been divided into certain number of wards on the basis of geographical situations and population. At present the minimum number of wards are 9 and maximum of 35. A ward committee is formed in each ward which consists of the members elected by the adult citizen of the country living in the concerned ward. There shall be a ward chairperson, a woman ward member and three other ward members in the ward committee.
Classification of Municipality
On the basis of population, resources and other urban facilities available, HMG can classify the municipalities under the following categories:
(a) Metropolitan City
(b)Sub-Metropolitan City
(c) Municipality
(a) Metropolitan City: A metropolitan city should possess the following requirements:
i. A minimum population of 3 lakhs
ii. A minimal annual income of 40 crore
iii.Facilities like electricity, drinking water and communication
iv. Main Road and other link roads are pitched
v. Avaibility of special health services like hospital, medical college etc
vi. Has physical facilities for conducting international sports and games
vii. Sufficient opportunities are available for highter education with at least one university
viii.Has already become sub-metropolis
(b) Sub-Metropolitan City: A Sub-Metropolis should possess the following requirements:
i. A minimum population of 1 lakh
ii. Minimum Annual Income of 10 crore
iii.Facilities like electricity, drinking water and communication
iv. Main Road of city are pitched
v. Facility of higher education and health service
vi. Has minimum physical facilities for conducting national & international sports and games
vii.Facilities like gardens, parks & city hall be available
viii.Has already become Metropolis
(c) Municipality : A municipality should possess the following requirements:
i. A minimum population of 20,000 ( for hilly regions 10000)
ii. A minimum annual income of Rs. 5 lakhs
iii. A semi-Urban area possesing electricity, road, drinking water, communication and similar other basic facilities.
